Virginia Statewide Marking Assessments
By Donna Speidel
The Commonwealth of Virginia, my own home state, has become the first to conduct statewide assessments of its airports'
pavement markings using the Marking Condition Index (MCI).
The Virginia Department of Aviation released a formal Request for Proposals (RFP) in 2013 for an Engineering firm to conduct an
update of its pavement management survey in the form of a MicroPAVER database. Within the same RFP, Virginia requested "A separate report
containing the condition, and recommendations for remediation if necessary, of existing pavement markings on all pavements that are evaluated as
part of the Pavement Condition update..."
Virginia wants to explore an innovative approach to enhancing safety at its general aviation airports. I had just about finished
reading the RFP when my phone began to ring. As it turns out, several engineers were interested in teaming to complete the marking evaluation
task. After interviews with the Department of Aviation, All About Pavements was selected as the prime to conduct the pavement evaluations, and we
are the specialty subconsultant assessing the markings.
Currently, we are making final preparations to begin the data collection process over a two-month period across 56 Virginia airports.
We're very eager to get started, and several state agencies are awaiting the results of Virginia's innovative assessment. We'll keep you updated
in the next webletter as to its progress.
